3.2 Restriction based on the Law Concerning Special Measures for
   Conservation of the Environment of the Seto Inland Sea

  If the governors of the prefectures concerned give the permission for the reclamation of public water area, the Law Concerning Special Measures for Conservation of the Environment of the Seto Inland Sea force them to take the special characteristics into consideration. The report on the principle for the reclamation was submitted to Environment Agency of Japan in May, 1974 from the Seto Inland Sea Environmental Conservation Council. The outline of this report is as follows.

Outline of the Principle for Reclamation in the Seto Inland Sea

This Principle was established based in the following law;
LAW CONCERNING SPECIAL MEASURES FOR CONSERVATION OF THE ENVIRONMENT OF THE SETO INLAND SEA

Outline of the Basic Policy for Reclamation
(Preamble) Reclamation of the Seto Inland Sea should be strictly controlled, and if it is authorized for an unavoidable reason it should be conducted in accordance with the policy described below:

1.Policy by Region Policy

  made to avoid reclamation
designated environmental conservation areas
1 special areas designated by Natural Parks Law
2 special areas designated by Natural Environment Conservation Act
3 special areas designated by the Wildlife Protection Law
4 histric relics, scenic spots and natural monuments other areas designated by law as fishery reserves
(2) Reclamation which do not
  comply with the below-
  mentioned matters for
  consideration should be
  avoided if at all possible.
Specified sea areas badly polluted sea areas with a highdegree of stagnation
(6 sea areas)
  (matters for consideration)
・things which contribute to pollution and environmental conservation
・things for which certain facilities described in the Water Pollution Control Law are not established
・small pollution load of effluents, etc.
(3) confirming matters for
  general consideration
all sea areas

2.Matters for General Consideration

(1) conservation of sea area environment...only slightly affected by water pollution
(2) conservation of natural environment...only slight effect on ecosystem and natural beauty
(3) conservation of living aquatic resources...only slight effect on fishing industry

Hiroshima side of Aki-nada & Hiroshima-wan Zone between the light signal of Shigeiwa, Todahigashi, Nikata-cho, Kure city, Hiroshima Pref. and the Setoyamahana, Obata town, Yamaguchi Pref.

 

  After the enforcement of the Law Concerning Tentative Measures for Conservation of the Environment of the Seto Inland Sea (November 2 in 1973), 4,131 sites with total area of 10,592 ha have been permitted for reclamation until November 1 in 1997. Indeed from now on, environmental preservation and protection will be taken into consideration in permitting for reclamation. Trends of the reclamation area in each prefecture and in the Seto Inland Sea are shown in Table 3-2 and Figure 3-4, respectively.
