7.5 Administrative guidance for Reduction of Specified Substances

  Base on the Law Concerning Special Measures For Conservation Of The Environment Of The Seto Inland Sea, administrative guidance for reduction of phosphorus and its compounds loaded had been conducted third times since 1980 fiscal year to prevent eutrophication problems. The fourth administrative guidance with target year of 1999 in which nitrogen and its compounds are also included has been started since 1996 fiscal year. The outline is as follows. (Refer to "7.6 Construction and Improvement of Sewerage and Other Systems" for the explanation about sewer and night soil treatment facility.)

(1) Household

The subsidy for the construction of household combined septic tank (jokaso) has been conducted.
To reduce the pollutant load from gray wastewater such as washing and cocking wastewater from each house, various active works and investigations as well as information actions such as distribution of brochures and training meetings based on the prefectural guideline have been broadly conducted.
The exclusion of phosphorus from detergents has continued in many prefectures based on the each guideline, and the training has also been held in a part of the prefectures concerned. The trend of phosphorus amount consumed in the artificial detergents is shown in Figure 7-1.

(2) Industries

 1) Survey and administrative guidance to the industries

Industries and other places of business were on-site surveyed and then each prefecture investigated the actual load of phosphorus.
From the result of this survey, the administrative guidance, which is shown as Table 7-5, were conducted against industries and other places of business discharging high amount of phosphorus. The guidance include the construction of coagulation and sedimentation facility, the appropriate management of wastewater treatment facility, the exclusion or limiting of phosphorus in materials and the autonomous monitoring of total phosphorus.

 2) The others

As the information activities for the reduction of phosphorus load, 83 training meetings were held during fiscal year of 1995 in each prefecture. The participants and main contents of the training are as follows.

(3) The other activities

 1) Stockbreeding

Input to agricultural land as fertilizer and composting of the night soil from stockbreeding, appropriate management of wastewater treatment facility in stockbreeding, combination and cooperation of wastewater treatment facilities and so on were guided on basis of each guideline of prefecture. And the structures of livestock houses were also improved.

 2) Agriculture

Appropriate control and method of fertilizing to agricultural land have been continued to be guided based on the various fertilizing standard in each prefecture.

 3) Fishery and aquaculture

Appropriate amount of feeding, improvement of feeding method, treatment of food melting wastewater and so on have been continued to be guided based on the various aquacultural guidelines in many prefectures.

 4) Others

Removal of sludge piled on the bottom of seas and rivers has been conducted, and amount of dredged sludge in 1995 was estimated to be 607,000 m3.
